"How far do changes to the regulation of media reflect broader social changes?"

Regulation is the act of having an aim to protect a group of people because of significant reasons such as their vulnerability or protecting yourself from seeing disturbing content. Regulation puts into practise the Moral Standards we each have and weather or not we disagree with what we should and shouldn’t be allowed to see. Regulation has changed over time; with some people agreeing that our society has become more desensitized because for example looking at the BBFC a British regulator for film we see how their control has stayed the same however the idea/aim of protection has changed, the BBFC with sex and violence has become more liberal when 40 years ago majority of what is now appropriate on screen would had never made it to the public eye. With TV the control has been lost in the sense of there now being more than over 100 channels compared to what TV started with which was less than 5 channels. The BBFC and PEGI are the two organisations who certificate and rate media products. The BBFC (British Board of Film Classification) was set up in 1912 to protect the public from media material that may present harm risk. Originally the BBFC only classified cinema films until the Video Recordings Act was passed in 1984 when it started regulating videos/DVDs. In 1984 the BBFC began to regulate video games as well. From 2003 the responsibility of regulating video games was passed from the BBFC to PEGI (Pan European Game Information). However, the BBFC will continue to classify all games that feature strong pornographic content and ancillary games attached to a wider, primary linear submission.  How effective is Film and TV regulation in the Netflix era? The Film and and TV regulation is starting to have a bit of impact on the Netflix era as “ major players such as BT Vision and Netflix are using the ratings.”   Netflix are starting to use and apply the certificates created by the BBFC, this shows a act of cooperation however you could argue are they that effective? Moreover, if Netflix produced content which the BBFC do not agree should be classified because it is “distasteful” Netflix has the right to still post the media.   So this shows us how un-effective TV and film regulation is because even thought they may agree with some ideas Netflix haven't signed a contract with the BBFC  which forces them to follow the so the BBFC classification BBFC now don't have the authority to control what is exposed to the British Public it challenges all the regulation they do for the British public because they can find whatever media is banned or not

Should society or the individual or an educated elite decide what is a appropriate level of sex and violence to expose children to   I think that an educated elite should decide on what the appropriate level of sex and violence there should be ( which in my opinion should be the least amount possible) because they have a better understand of what children think like as they would have studied the way a child ,mind works and at what age they start to understand things on a deeper level where they know the difference from the right and wrongs by themselves. However the counter argument could be that children eventually will be exposed to this when they get older so is there a point and there is because the child will eventually grow up and they probably will eventually see these things so why must they be exposed to this so early on, there’s no rush for them to see graphic things as this could lea to the child evolving damage tot there mental health which will be harder to confr
